The Contractor is responsible for end-to-end delivery including implementation, configuration, integration, and ongoing management of the system across all FOH locations—clinical sites, administrative offices, and remote environments. Core responsibilities encompass continuous operations and maintenance, strict adherence to federal security and compliance standards, quality assurance, risk management, and thorough documentation and testing to ensure system integrity. Governance structures must be established and maintained to effectively manage functional, technical, operational, security, and performance requirements throughout the contract’s lifecycle, ensuring seamless scalability and uninterrupted service delivery. The base performance period runs from September 25, 2026, to September 24, 2027, with four optional one-year extensions through September 24, 2031, contingent on funding and performance. Services will be primarily delivered through the Contractor’s cloud-hosted, FedRAMP-authorized infrastructure, with limited on-site activity restricted to meetings, assessments, or operational needs at designated federal facilities, primarily the Parklawn HHS Building in Rockville, Maryland, and the Hubert H. Humphrey Building in Washington, DC. All personnel must comply with HHS and FOH access protocols, including PIV card verification, security screenings, and facility hours. Support may extend to additional FOH service sites nationwide, and all remote, on-site, and hybrid arrangements must guarantee consistent, reliable service across the organization’s dispersed operational footprint.
