NOTICE OF INTENT TO SOLE SOURCE The 10th Contracting Squadron, Operational Contracting Office, United States Air Force Academy (USAFA) Colorado, intends to award on a Sole Source basis a Blanket Purchase Agreement (BPA) for Infosilem Scheduling Design Support for the Center for Character and Leadership Development (CCLD) to Mythics, LLC. This procurement is for the acquisition of a sole source commercial service using simplified procedures in accordance with FAR Part 13. This effort is for the modeling and simulation efforts of the proposed Modern Scheduling Platform (MSP) format to be operationally tested and evaluated within Infosilem's Timetabler Scheduling software. Infosilem's Timetabler Scheduling software will be the system of record in 2019; it is essential that USAFA members train and conduct policy analysis using this software. Attempting to use a comparable, but not identical, system would compromise the quality of our preparation and decisions supporting the full implementation of the MSP framework. The vendor will maintain an Opal-based development platform on which the Government can generate and analyze scheduling options using the MSP format. The CCLD requires vendor support in the following areas and is required to possess the following: - Advise the USAFA team during their preparation of scheduling registration and program offering datasets. - Translate USAFA inputs to appropriate formats for use as input to the scheduling software developed for the USAFA Student Information System (SIS). - Conduct between four to six scheduling runs to determine whether scheduling formats are operationally effective and suitable to support the curriculum for all academic, airmanship, character, military training and physical education programs. - Experience with large-scale optimization applied to academic timetabling (scheduling) problems. - Minimum 1 years' experience using the Infosilem Timetabler Scheduling System. - In an approved partnership with Infosilem that specifically allows the use of the Timetabler Scheduling System for testing and evaluation purposes. - Extensive knowledge of the USAFA Course of Instruction, the USAFA scheduling process, and USAFA institutional objectives. - Extensive knowledge of the Mythics integrated Student Information System (SIS), currently under development at USAFA. The North American Industrial Classification System (NAICS) number is 541511 and the business size standard is $27.5M. This synopsis is for informational purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any offerors believing they can provide the required services with all of the features and functions of the requirement described may provide evidence for consideration. Evidence must support the offeror's claim they can fully provide this requirement. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. Responses must be received no later than 12:00 pm Mountain Time (MT) on 27 March 2019. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. The Government does not intend to pay for any information provided under this announcement. Contractors must have a current registration with the System for Award Management (SAM) at https://sam.gov/.
