Full Description
The Naval Air Systems Command (NAVAIR), 47123 Buse Road, Patuxent River, MD 20670, intends to award a Firm Fixed Price (FFP) contract to the Boeing Company, Jacksonville, FL, on a sole source basis. This contract will provide Fleet Service Representative (FSR) support for the F/A-18 E/F Block II Infrared Search and Track (IRST) system in Iwakuni, Japan and Lemoore, California.
As the prime contractor responsible for the overall system development, architecture, and integration of the IRST system onto the F/A-18 aircraft, the Boeing Company uniquely possesses the comprehensive knowledge, experience, and technical data required to successfully maintain the system. Consequently, an award to any other source would result in unacceptable delays in meeting the Navy’s operational requirements and a substantial duplication of cost to the Government that is not expected to be recovered through competition.
The authority permitting other than full and open competition is Title 10, U.S. Code 3204(a)(1), as implemented by the FAR Overhaul 6.103-1, "Only One Responsible Source" and no other supplies or services will satisfy agency requirements.
