This RFI issued by the New York City Housing Authority seeks vendor input on the feasibility of implementing Infrastructure as a Service (IaaS) and Energy as a Service models for both centralized infrastructure systems and distributed energy solutions, including window heat pumps and electric domestic hot water systems across various citywide developments. The purpose is to gather industry insights without committing to a contract or providing any procurement preference, as this is solely an informational request. Interested vendors are invited to submit a comprehensive response in a single PDF by October 8, 2025, with questions due by September 15, 2025, and all correspondence should be directed via email to NYCHA’s sustainability department. The contract opportunity involves projects with an estimated value ranging from five to twenty million dollars, covering all New York State counties. While there are no set-aside categories, the project encourages participation from minority- and women-owned subcontractors, each with a goal of 15%. Respondents are encouraged to include any relevant materials or ideas beyond the specified requirements, and all submissions must be made electronically. The initiative aims to explore innovative energy and infrastructure solutions to improve efficiency and sustainability across NYCHA’s portfolio, with the primary contact being Mariela Maldonado at NYCHA’s procurement office.
