The Federal Bureau of Prisons, under the Department of Justice, intends to award a sole-source, firm-fixed-price contract to UNISYS Corporation for the maintenance and operations call processing services of the Inmate Telephone System (ITS). This procurement, identified by solicitation number 15BNAS19RU2T60003 and NAICS code 517919, is being conducted under the authority of 41 U.S.C. 1901 and FAR 13.501(a). The primary objective of this action is to ensure the continuity of mission-critical telephonic services during the transition to a new contractor, Verizon, under the Enterprise Infrastructure Solutions contract. The period of performance includes a base period running from June 1, 2019, to September 30, 2019, with an additional one-year option period extending to September 30, 2020. Because this is a sole-source award, the government did not issue a written solicitation or request quotations. The decision to bypass full and open competition was based on the determination that UNISYS Corporation is the only available source capable of maintaining these essential services during the transition period.
