Installation of Floating Wetland Islands (Construction Services)

North Carolina State University is soliciting proposals for the turn-key installation of floating wetland island systems at two wetponds located at the Brunswick County Government complex in Bolivia, North Carolina. The project aims to enhance water quality through new pollutant removal mechanisms, requiring the installation of systems with surface area coverage of 550 square feet for the North Pond and 1,300 square feet for the South Pond. The contractor is responsible for mobilization, permitting, sourcing and planting wetland vegetation at a minimum density of 0.5 stems per square foot, and ensuring the floating mat structures have a verified design life of at least three years under continuous immersion. The contract will be awarded based on the best overall value, with evaluation weighted 60 percent on technical factors and 40 percent on cost. Technical criteria include the project approach, resources, and evidence of three representative past projects. The successful contractor must guarantee a minimum 85 percent plant survival and surface coverage, supported by a six-month plant warranty and a 12-month structural warranty. All work must be completed, inspected, and accepted by the University Project Manager within six weeks of the award date, with an estimated award occurring in November 2026. Payment is set at Net 30 days from the receipt of a proper invoice. Proposals must be submitted electronically via the Bonfire portal by October 22, 2026.
