Full Description
This notice is issued in accordance with FAR 5.201, regarding the publicizing of proposed contract actions.
The U. S. Department of State intends to award a sole-source bridge contract to the incumbent contractor, Systems Plus, Inc., Rockville, Maryland, for continued support of the National Foreign Affairs Training Center (NFATC) operations. Services include instructional systems design, digital learning support, educational delivery support, multimedia services, instructional technology support, learning analytics, and related learning product support services.
The proposed bridge contract is intended to ensure continuity of essential services for an anticipated period of performance of 12 months while the Government competes the acquisition for the competitive follow-on requirement.
The Government intends to award the proposed bridge contract pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The incumbent contractor currently provides these services and possesses the operational experience and institutional knowledge necessary to continue performance without disruption during the interim bridge period.
The North American Industry Classifications System (NAICS) Code applicable to this bridge action is 541512 -- Computer Systems Design Services.
This Notice of Intent is not a request for competitive quotations, and a Request for Quotation (RFQ) is not available. This notice applies solely to the proposed sole-source bridge contract. The Government’s current acquisition strategy for the follow-on requirement anticipates a separate competitive acquisition under the GSA Multiple Award Schedule (MAS) using a revised NAICS code to reflect the restructured requirement. The future competitive acquisition will be publicized separately in accordance with applicable acquisition regulations.
Capability Statements: All responsible sources that believe they can satisfy the Government's bridge requirement without unacceptable disruption to mission-critical NFATC training operations may submit a capability statement for consideration. Capability statements must be received no later than August 5, 2026, at 12:30 P.M. Eastern Time. All submissions shall be submitted electronically to Contract Specialist, Joycelyn E. Bacchus, at the email address identified in the notice.
The Government will consider all capability statements received by stated deadline. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
