Insurance Agency/Brokerage Services

The City of Independence, Missouri, is soliciting proposals for professional insurance agency and brokerage services to manage its comprehensive insurance program. The contract is intended for an initial one-year term from January 1, 2027, through December 31, 2027, with the City retaining the option to extend for up to four additional one-year periods. The selected broker will be responsible for providing insurance marketplace access, formulating renewal goals, maintaining property schedules, binding coverage, and delivering policies. Administrative duties include processing certificates of insurance and endorsements, as well as providing ancillary services such as loss control, workers compensation support, and benchmarking analytics. Proposals must be submitted electronically via Public Purchase by October 2, 2026. The City will evaluate respondents based on best value, considering the experience and availability of the primary broker and service team, overall capabilities, reputation and references, and the proposed pricing structure. Awardees must maintain specific insurance coverages, including professional liability of 1 million dollars per claim and commercial general liability of 2 million dollars aggregate. Additionally, contractors must comply with Missouri state laws regarding E-Verify and the Anti-Discrimination Against Israel Act, and provide notarized affidavits certifying no conflicts of interest or collusion. Payment is processed on a Net 30 basis, preferably via city credit card, following the submission of detailed monthly or quarterly invoices.
