Insurance Consulting and Brokerage Services

Hillsborough County is seeking qualified contractors to provide comprehensive insurance consulting and brokerage services over a five-year term under solicitation RFP-26-00292, with an estimated contract value of $1,000,000.00. The scope encompasses a full range of property, casualty, and builder’s risk services, including insurance procurement, risk analysis, underwriting support, market engagement in domestic and international markets, data analytics, RMIS support, cyber security consulting, and safety program management. The contractor must deliver quarterly and annual reports, renewal strategies, corrective action plans, and detailed compensation disclosures, while maintaining proactive and strategic engagement with the County’s Risk Management & Safety Division. The contract requires adherence to strict performance metrics, with a portion of compensation tied to objective outcomes, and mandates digital accessibility compliance with ADA and Section 504 standards, including automated and manual testing and remediation at no extra cost to the County. The contractor must also comply with Florida public records laws, non-discrimination requirements, and submit detailed administrative documentation including W-9, Direct Deposit Authorization, Drug-Free Workplace certification, and an affidavit affirming the principal place of business is not in a Foreign Country of Concern, including China. Proposals must be submitted electronically via Euna Procurement by July 24, 2026, with no late submissions accepted, and must include an executive summary limited to ten pages, licenses and certifications, technical approach, disaster recovery and continuity plan, transition plan, and other specified attachments. Evaluation will be weighted 50% toward understanding of scope and technical approach, 30% toward organizational and staff qualifications, and 20% toward cost, with additional bonus points available for Small Business Enterprise participation if ten percent or more of the contract value is subcontracted to certified SBE firms. The contractor must designate key personnel with specific credentials—CPCU, AAI, CIC, or ARM—and active Florida insurance licenses, and must maintain insurance policies from carriers rated A- or better by A.M. Best. All pricing is fixed annual fee-based, inclusive of labor, travel, overhead, and all expenses, with no taxes included due to the County’s tax-exempt status.
