Intelligent Transportation Systems (ITS) Multimodal Standards Development, Maintenance and Related Activities

The U.S. Department of Transportation’s Federal Highway Administration is conducting market research under Sources Sought Notice 693JJ3-26-SS-0012 to assess industry capability in providing comprehensive Intelligent Transportation Systems (ITS) Multimodal Standards Development, Maintenance, and Support Activities. This notice seeks information on organizations capable of evolving existing standards, developing new ones, and ensuring interoperability across multimodal transportation systems through consensus-based processes, technical validation, and real-world field testing. The work involves creating and maintaining nonproprietary standards for areas such as Complete Trips, Digital Curb Interfaces, Multimodal Service Integration, and C2C/C2T communications, with deliverables including API specifications, Postman Collections, reference implementations, training materials, and governance frameworks aligned with ARC-IT and federal ITS initiatives. All submissions must be consolidated into a single PDF of no more than 15 pages, containing a cover letter, table of contents, acronym list, and detailed technical and management approaches, past performance, and corporate experience. Responses are due by May 13, 2026, and must be emailed to the designated points of contact; no other submission methods are accepted.
