This announcement serves as an advanced notice to members of the Robotics Technology Consortium and the broader industry of the Government's intent to issue a Request for Project Proposals (RPP) focused on Ground Robotics research. It is not a solicitation for project proposals itself, nor does it guarantee an award. The Government plans to issue the RPP through the Robotics Technology Consortium's Administrative Agent, the National Center for Manufacturing Sciences, and project proposals are expected to be submitted by Consortium members. The anticipated research focus is on the End-Effector Interface Family, which pertains to Ground Robotics technology development. This effort builds upon earlier government actions, including an Other Transaction Agreement initiated in 2007 with the Robotics Technology Consortium, formed after the Ground Robotics Industry Day in 2008. The Department of Defense office located at Picatinny Arsenal, NJ, is overseeing this planning announcement. Potential participants are encouraged to visit the Robotics Technology Consortium website to learn about membership opportunities and the upcoming solicitation process. The Government aims to make awards to Consortium members based on proposals submitted in response to the forthcoming RPP, advancing research and development in Ground Robotics.

This is not a Request for Project Proposals, but for planning purposes only. Aproject award will not be awarded from this announcement. The Government intends to announce a Request for Project Proposals for execution of an award in support of a Ground Robotics related research area. The purpose of this announcement is to provide members of the Robotics Technology Consortium, and industry in general, advanced notification of Government intent. In December 2007, the Government announced its intent to enter into an Other Transaction Agreement with one (1) consortium in support of Ground Robotics related Research and Development projects. As a result of the Ground Robotics Industry Day in January 2008, one (1) consortium formed, the Robotics Technology Consortium. It is the intent of the Government to make project award(s) to the members of the Robotics Technology Consortium as a result of member project proposals submitted via the Request for Project Proposals. The anticipated Research Area for which project proposals will be sought is as follows: End-Effector Interface Family. The Request for Project Proposals (W15QKN-08-9-0001-RPP11) will be issued to the Robotics Technology Consortiums Administrative Agent, the National Center for Manufacturing Sciences, who will then issue the request to the members of the Consortium. Solicitation # 2026-1045
The 2026 International Joint Research Rapid Support Project, solicitation number 2026-1045, is a government-funded initiative managed by the National Research Foundation of Korea and the Ministry of Science and ICT. The project focuses on developing core original technologies for high-density parallel light sources, specifically micro-LED and micro-OLED, for use in AI data center optical interconnects. The total government support funding is 737.5 million KRW for a 16-month performance period running from December 2026 to March 2028. This project is classified as a National Strategic Technology in the semiconductors and next-generation OLED sectors, aiming to advance from Technology Readiness Level 3 to TRL 5. A mandatory requirement for this solicitation is the establishment of an international joint research network with Japanese research institutions to secure expertise in organic light-emitting materials and patents. Technical objectives include developing 32-channel arrays with specific performance targets: transmission speeds exceeding 1 GHz for micro-LED and 0.2 GHz for micro-OLED, and driving energy levels of 1 pJ/bit and 20 pJ/bit respectively. Final acceptance requires the submission of a functional prototype and verification through accredited certification bodies, official test reports, or witnessed self-evaluations. All research achievements and commercialization results must be managed through the Integrated Research Information System (IRIS), and the project is subject to technology fee collection and the 3-book 5-public rule for concurrent research limits.
