This contract pertains to a development effort under the existing contract number W15P7T-10-C-B011 awarded to Protonex Technology Corporation. It utilizes a Cost-Plus-Fixed-Fee (CPFF) contract type, as deemed appropriate by the Contracting Officer due to the inherent uncertainties in performance and the inability to accurately estimate costs, thereby ruling out the use of Fixed-Price contracts. The notice is issued solely for informational purposes and is not subject to certain Federal Acquisition Regulation (FAR) provisions related to public announcement. The contract falls under the jurisdiction of the Department of Defense’s office located at Aberdeen Proving Ground, Maryland. It references specific FAR clauses (16.103(d), 16.301, 16.306(b) and (c)) to justify the contracting mechanism chosen. Although detailed scope, place of performance, and set-aside information are not provided, the focus is on recovery-related development work consistent with government contracting standards for research and development projects requiring flexible cost reimbursement methods.
