The Space and Naval Warfare Systems Center Atlantic’s Advanced Technology Branch is conducting market research to support the National Institute of Standards and Technology’s Office of Law Enforcement Standards in evaluating Fast Capture Fingerprint Devices. These devices are intended for mobile use by law enforcement and military personnel to quickly capture and identify fingerprints on-site or transmit them wirelessly to extensive databases. The initiative seeks to identify commercial off-the-shelf products as well as emerging technologies capable of capturing fingerprints with the speed and quality comparable to traditional ten rolled fingerprints, targeting a capture time of under 15 seconds for ten fingerprints and under one minute for palm prints. This Request for Information focuses on gathering detailed data regarding the technology readiness level of these devices, their compliance with standards set by the FBI and NIST, and the operational speed of fingerprint capture. The information collected will aid in advancing fingerprint capture technology, ensuring improved rapid identification capabilities. The research is conducted under a Department of Defense office located in North Charleston, SC, and the findings will be shared with NIST to support the ongoing development and evaluation of fast capture fingerprint systems.

The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic, AdvancedTechnology Branch (Code 54140) is conducting market research to identify Fast Capture Fingerprint Devices in their support to the National Institute of Standards and Technology (NIST) Office of Law Enforcement Standards (OLES) for support of the Fingerprint Fast Capture Evaluation. Mobile fingerprint scanning is desired by law enforcement officials and the military since fingerprints scanned with mobile technology can be identified on-site or communicated wirelessly to a much larger database for identification. Information sought pertains to fingerprint devices classified as commercial off-the-shelf (COTS) as well as devices in current development. The goals of the Fast Capture Initiative are to identify new tools that are capable of capturing the same images as ten rolled fingerprints in less than 15 seconds and both palm prints in less than one minute. The information collected for the market research study will be shared with the National Institute of Standards and Technology (NIST). The RFI is comprised of specific questions that aim to capture additional information, such as: 1. The Technology Readiness Level (TRL) of the device 2. Adherence to standards established by the Federal Bureau of Investigation (FBI) and/or NIST 3. The amount of time required to capture all ten prints. See attached files for additional information and instructions on how to respond to this RFI.
