The Naval War College plans to award a sole source, firm fixed-price contract to Panopto, Inc. for the renewal of its cloud-based Video Content Management System (VCMS) subscription. This system provides tools for lecture recording, screencasting, video streaming, and video content management used in their E-learning environments. The requirement is based on the proprietary nature of Panopto's software, which is the only solution capable of meeting the Naval War College's specific needs, as confirmed by a sole source justification. The contract will be awarded under the authority of FAR 6.302-1 and FAR 13.106-1(b), bypassing competition due to the uniqueness of the service provider. Interested parties were invited to express their interest and capability via email by February 9, 2021, but no solicitation or request for proposals was issued. The procurement is associated with NAICS code 518210, relating to data processing services, with a small business size standard of $35 million. All responses and communications are to be directed exclusively to the designated contract specialist at the Naval War College, with no allowance for phone inquiries or compensation for costs associated with information provided. If no other sources express interest by the deadline, the contract will be officially awarded to Panopto, Inc. on or before February 10, 2021.
