The Air Force Research Laboratory Munitions Directorate at Wright-Patterson AFB, Ohio, intends to award a sole-source purchase order to Carl Zeiss Microscopy, LLC, for the upgrade of a Zeiss Xradia Versa 730 X-ray microscope system and associated maintenance services in support of a classified higher headquarters project. The upgrade includes key hardware components such as a Flat Panel Extension for large-volume imaging, a 40X Prime Objective Ultra-High Resolution assembly kit, and a dedicated XRM High-Performance Workstation equipped with a minimum of 256 GB RAM, 8 TB SSD storage, and dual NVIDIA RTX 6000 GPUs to ensure secure, isolated processing and storage of classified data. The system must remain fully compliant with proprietary Zeiss specifications, and only Carl Zeiss Microscopy, LLC, is authorized to perform the upgrade, installation, calibration, and ongoing service due to irreducible proprietary integration requirements for both hardware and software. A one-year service agreement is included, covering two preventative maintenance inspections and emergency support, with installation and operator training provided by manufacturer-certified personnel at the performance location in Goulds, Florida. All submissions in response to this Notice of Intent must be sent exclusively via email to Jason Sav at jason.sav@us.af.mil by 5:00 p.m. Eastern Time on May 6, 2026, and must include the exact subject line “Notice of Intent SS – Zeiss Xradia Versa Equipment Upgrade and Services.” Only PDF, DOC, DOCX, XLS, or XLSX attachments are permitted; ZIP and EXE files will be automatically filtered and deleted by the installation’s email security system. No competitive procurement is planned unless compelling information submitted in response challenges the sole-source justification, which is grounded in FAR 6.302-1 and RFO 5.101(c)(4)(vii) due to the exclusive technical control Carl Zeiss holds over the system’s proprietary components and software integration. No contract clauses, evaluation factors, pricing data, payment details, or formal inspection criteria are specified beyond the mandatory performance requirements outlined in the Performance Work Statement, and no socioeconomic set-asides apply. The contracting office retains full discretion to proceed with sole-source award or initiate competition based on any received submissions, but no bids or proposals are being requested under a competitive process at this time.

This requirement is for an upgrade to the Zeiss Xradia Versa system to support a classified, higher headquarters directed project, in addition to providing maintenance services of products manufactured by Carl Zeiss Microscopy, LLC in support of the Air Force Research Laboratory Munitions Directorate (AFRL/RW).

NOTICE OF INTENT TO AWARD SINGLE SOURCE: The NAICS Code is 334516 - Analytical Laboratory Instrument Manufacturing. The Air Force Research Laboratory (AFRL/PZLEQ), located at Wright-Patterson AFB, Ohio, intends to award a sole source purchase order as authorized by RFO 12.201-1 to Carl Zeiss Microscopy, LLC.

In order to comply with RFO 5.101(c)(4)(vii), the reason for lack of competition is as follows:  Carl Zeiss Microscopy, LLC, the manufacturer of the equipment, is the only vendor authorized to perform repairs, upgrades, and maintenance services. This exclusivity is required to maintain the integrity of proprietary components and ensure seamless software integration within the Zeiss Xradia Versa system.

This Notice of Intent is NOT a request for competitive quotes or proposals. A determination by the Government for the competition of this requirement based upon responses to this notice is solely within the discretion of the Government. All responsible sources or authorized distributors may submit a capability statement that meets all the requirements in the attached Performance Work Statement (PWS), quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government via e-mail to Mr. Jason B. Sav at jason.sav@us.af.mil no later than Wednesday 6 May 2026 at 5:00pm Eastern Time. Only responses received by this date will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

Be advised that all correspondence sent via e-mail shall contain a subject line that reads “Notice of Intent SS – Zeiss Xradia Versa Equipment Upgrade and Services”. Note that e-mail filters at Wright-Patterson AFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe, or .zip files).  Therefore, if this subject line is not included, the e-mail may not get through the e-mail filters.  Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the e-mail filters at Wright-Patterson AFB.  If sending attachments with e-mail, ensure only .PDF, .doc, docx, xls, or .xsls documents are sent.  The e-mail filter may delete any other form of attachments.

Intent to Award Sole/Single Source - USAFSAM/OE Alpha Beta Gas Counter
Solicitation # IASS-AFRL-RMZB-2026-0052
The Air Force Research Laboratory Enterprise Strategies and Initiatives Contracting Division intends to award a firm fixed-price sole source purchase order to Gamma Products, Inc. for one new automated Heavily Shielded Ultra-Low Background Gas Flow Alpha Beta Gas Counter, model G5020/100T. This procurement, identified by solicitation number IASS-AFRL-RMZB-2026-0052, is intended to replace an existing system at the end of its service life at Wright-Patterson Air Force Base in Ohio. The acquisition is justified as a single source because Gamma Products, Inc. is the only vendor capable of providing the specific model required to maintain standardization with existing training and standard operating procedures. The technical requirements specify a system featuring four inches of lead shielding in all directions, a 100-sample automated changer, and compatibility with standard P-10 counting gas. The system must include a computer running Windows 10 or 11 with native operating software capable of automatic HV plateau generation and basic control chart QA reporting. The scope of work also includes the trade-in, pickup, and removal of the older unit. While the government is proceeding with a sole source award under NAICS code 334519, authorized distributors or responsible sources may submit capability statements or exceptions to the intent to purchase by September 15, 2026.
