The U.S. Fish & Wildlife Service intends to award a firm fixed price purchase order to Network Innovations Inc. for a specialized satellite radio communications system (SATRAD) designed to address critical communication and safety gaps for federal law enforcement officers operating in Southern Nevada and California. This system will enhance interoperability with existing equipment already deployed at key dispatch centers such as the Lake Mead Interagency Dispatch Center and the Bureau of Land Management Dispatch Center in Phoenix, which have compatible systems allowing secure, instant communication nationwide. The SATRAD system supports mobile and portable radios, enabling officers to maintain contact with a 24-hour federal dispatch center and connect with other federal and local law enforcement agencies through a national mutual aid satellite communication network, significantly improving officer safety and operational efficiency. The procurement will be conducted under simplified acquisition procedures in line with FAR Part 13, focusing on commercial items as described by FAR Part 12, and falls under NAICS code 519190 (All Other Information Services). The contract encompasses multiple components, including talk group activations for specific groups, GPS-enabled tracking and polling features, post-paid airtime and membership fees, and both mobile and fixed land units. The vendor, Network Innovations, currently provides similar satellite communication services to other federal entities such as the Bureau of Land Management and the Department of Justice. Although this notice is not a request for competitive quotations, the government will consider quotations received by March 14, 2013, for future solicitations. The acquisition aims to facilitate a seamless and secure communications network critical for law enforcement operations in the Pacific Southwest Region.
