The Defense Information Technology Contracting Organization intends to issue Communication Service Authorizations to AT&T for the continued operation and maintenance of the Digital Remotely Programmable Conference Arranger systems. These non-secure redundant conference systems, which include bridge equipment, IT hardware, and circuits, support the Joint Chiefs of Staff and USSTRATCOM via the Strategic Emergency Action Telephone System. The network provides critical command and control communications between the National Command Authority, National Military Command Center, US Strategic Command, and various Combat Commanders and their subordinate commands. The government intends to lease the necessary connectivity and equipment from AT&T Corporation through a Basic Agreement, as the government does not own the design or operational data for the system. While the intent is to work with AT&T, the notice invites capable businesses to submit company information and detailed capability packages, including previous contract experience and performance history, to the designated points of contact. This announcement serves for informational purposes, and the government is not obligated to provide feedback or reimbursement for costs associated with responding.
