The contract between the United States Patent and Trademark Office (USPTO) and Iron Mountain/National Underground Storage (IM/NUS) secures 43,765 square feet of space in a limestone mine facility located in Boyers, Pennsylvania, used as a remote production, operations, and disaster recovery data center. Due to the remote location and limited high-speed telecommunications options, IM/NUS provides a high-speed SONET telecommunications service linking Boyers to Pittsburgh. This enables a cost-effective, redundant telecommunications solution essential for USPTO’s data bunkering and disaster recovery efforts. An OC-12 (622 Mbps) telecommunications circuit was established from Alexandria, VA to Boyers, PA, initially contracted through ATT and IM/NUS, and later re-competed under the GSA Networx contract. The selected proposal involved ATT providing service from Alexandria to Pittsburgh and IM/NUS delivering the circuit from Pittsburgh to Boyers. Given that IM/NUS operates and secures the mine facility, they retain the contract for the OC-12 line, requiring USPTO to contract directly with them. The contract is sole-source under the Patent and Trademark Acquisition Guidelines, as USPTO is exempt from competition requirements and IM/NUS is the only responsible source meeting the agency’s unique requirements. The contracting officer overseeing this agreement is Heather M. Bakos.

Full Description

The United States Patent and Trademark Office, Facility Operations and Production Services Division (FOPSD), Production Services Branch (PSB), Remote Production Services Section (RPSS), leases 43,765 square feet of space for a secure, remote production, operation, and disaster recovery data center in a limestone mine facility in Boyers, Pennyslvania. The Lessor is Iron Mountain/National Underground Storage (IM/NUS), which operates the facility and maintains the security of the mine. Boyers, PA is a remote location and high speed telecommunications services into the site are limited. IM/NUS leased high speed SONET telecommunications services between Boyers, PA and Pittsburgh, PA to provide a highly redundant and cost effective solution for high speed telecommunications services to their site. In 2007, USPTO contracted with ATT (GSA FTS2001 contract) and IM/NUS (USPTO contract) to obtain an OC-12 (622 Mbps) telecommunications circuit from Alexandria, VA to Boyers, PA. The circuit supports the USPTO data bunkering project for data recovery in the event of a disaster. The telecommunications circuit was re-competed on the GSA Networx contract in 2009. The ATT Networx proposal of an ATT Networx OC-12 circuit from Alexandria, VA to Pittsburgh, PA and an IM/NUS OC-12 circuit from Pittsburgh, PA to Boyers, PA was the lowest cost proposal that meet the requirements. IM/NUS maintains the contract for the OC-12 line as the Lessor, and therefore USPTO must contract with IM/NUS for this requirement. Sole Source Authority: The Patent and Trademark Acquisition Guidelines (PTAG) specifically exempts USPTO from the Competition in Contracting Act (CICA - 41 USC 253). Reason for Sole Source: Only one responsible source: the supplies or services needed by the agency are available from only one responsible source and no other type of supplies or services will satisfy the agency requirements.

United States Patent and Trademark Office (USPTO) Public Awareness campaign strategy on the dangers of counterfeit substances or devices
Solicitation # 140-0176
The United States Patent and Trademark Office (USPTO) has issued a Sources Sought Request for Information (RFI) under NAICS 541820 for public relations services to develop and execute a nationwide public awareness campaign. The primary objective of this effort is to educate the public on the dangers of counterfeit pharmaceuticals and medical devices that are falsely represented as legitimate products. The scope of work includes the creation of a comprehensive campaign strategy, production of videos and public service announcements, development of a microsite and social media campaign, and the writing of blogs and press releases. Additionally, the selected vendor will be responsible for identifying and pitching influencers, celebrities, and journalists to amplify the campaign's reach and collaborating with the Office of Public Affairs to establish success metrics. This RFI is strictly for market research and planning purposes and does not constitute a formal solicitation or a commitment to award a contract. The government intends to use the gathered information to identify qualified small business contractors for a future solicitation. Interested vendors must submit a concise response not exceeding five pages, including a capability statement, primary contact information, and relevant project examples, in searchable PDF format. Questions are due by October 26, 2026, at 1pm ET, and final RFI responses must be submitted to the designated points of contact, Joy Pitts and Emanele Gawrelski, by November 6, 2026, at 10am ET. While SAM.gov registration is not required for the RFI stage, it will be mandatory for any vendor submitting a formal offer during the subsequent procurement phase.
