The Department of the Navy’s Space and Naval Warfare Systems Center San Diego (SPAWARSYSCEN SAN DIEGO) plans to negotiate a sole source contract modification with ARINC Engineering Services and Science Applications International Corporation (SAIC) under existing Multiple Award Contracts. This modification will increase the combined level of effort by 73,120 hours and extend the contract period by seven months, through December 31, 2008. The action is justified under the authority allowing sole source procurement, as only these contractors are considered capable of meeting the agency’s requirements without duplicating costs or development time associated with transitioning work to another provider. This sole source modification is not open for competitive bidding, although a competitive solicitation is anticipated to be released in the first quarter of 2008. The contract relates to the Joint UHF MILSATCOM Network Integrated (JMINI) Control System and seeks to enhance and support this specialized military satellite communications capability. Interested parties are advised that inquiries regarding this sole source modification can be directed to the designated point of contact, and relevant notices will be posted on official government procurement websites. This action reflects the Navy’s intent to maintain continuity and leverage existing technical expertise while preparing for eventual competition through a forthcoming solicitation.
