The National Institutes of Health (NIH) is issuing a Notice of Intent to negotiate a sole source contract with Shady Grove for fertility preservation laboratory services, specifically for supporting clinical procedures that the NIH currently cannot provide in-house. This contract addresses the need for specialized reproductive endocrinology consultation and fertility preservation, including the collection and cryopreservation of oocytes. The contractor is uniquely equipped with a board-certified reproductive endocrinologist, necessary cryopreservation equipment, and systems required for monitoring and maintaining these specialized services. The NIH’s Clinical Center has an existing collaboration with Walter Reed National Military Medical Center to fulfill this requirement, further emphasizing the specialized nature of the service. This acquisition is being conducted under the statutory authority allowing for sole source procurement due to the unique qualifications of the vendor, as outlined in 41 U.S.C. 253(c)(1) and FAR 6.302-1. Although this notice is not a request for proposals, interested and capable sources may submit capability statements via email by May 29, 2026, for government consideration. The NIH retains sole discretion to proceed without competition after reviewing any submissions received by the deadline. The contract falls under NAICS code 621410, and the place of performance is Bethesda, Maryland, reflecting the NIH's ongoing commitment to providing essential and specialized clinical services through collaboration with qualified vendors.

Full Description

This is a Notice of Intent, not a request for proposal.  The National Institute of Health intends to negotiate on an other than full and open competition basis with the following vendor: Shady Grove.

Acquisition Description:

The Clinical Center has a clinical support team to address a broad variety of routine medical issues that may arise during a course of treatment, but in some instances, a specialist is required for certain consultations. The NIH does not have the requisite support services and facilities for fertility preservation procedures, which has led to a Memorandum of Understanding (MOU) with the Walter Reed National Military Medical Center (WRNNMC). The contractor has a board-certified reproductive endocrinologist, cryopreservation equipment, monitoring, alarm system and maintenance to support collection and preservation of oocytes.

The statutory authority for this sole source requirement is 41 U.S.C. 253(c) (1) as implemented by FAR 6.302-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.  All responsible sources that could provide the required may submit a capability statement that will be considered by email (subject line to reference NOI-OLAO-CC-26-002539) by 12:00 PM eastern standard time on 05/29/2026 to: valerie.gregorio@nih.gov.

All responses received by the closing date of this synopsis will be considered by the Government.  A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
