The Massachusetts Army National Guard intends to sole source a contract to ARI PHOENIX INC for the procurement of two Hetra Lifts under solicitation number W912SV26QA013, with the procurement justified under 10 U.S.C. 2304(c)(1) and FAR 6.301-1 due to the unique integration requirements with existing service agreements and the absence of alternative suppliers capable of meeting the specific needs. The requirement is for a fixed firm price supply order, and the sole source determination stems from the necessity to maintain continuity with the current preventive maintenance and service contract already established with the vendor, ensuring operational continuity and compatibility with existing equipment. The contract will support maintenance operations at Massachusetts Army National Guard facilities, with performance expected at Hanscom Air Force Base. The solicitation notice was issued on May 20, 2026, with responses due by June 6, 2026, at 5:00 PM EST, although the official posting date on SAM.gov is listed as May 27, 2026. While this is a sole source action and no formal RFP will be published on SAM.gov, responsible sources may still submit capability statements for consideration, though the government retains full discretion to maintain the sole source award regardless of submissions. No costs incurred by interested parties in responding will be reimbursed, and all inquiries must be directed in writing via email to Melissa Melcher and Jeffrey Bernard at the provided government addresses. The NAICS code for this acquisition is 811310, reflecting maintenance and repair services, and the procuring activity is based in Devens, Massachusetts, under the Department of Defense.
