Full Description

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101(a)(2) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole source procurement contract, and is not a request for competitive proposals. The statutory authority for this sole source procurement is FAR Subpart 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Tenant Division, 6001 Combat Drive, Aberdeen Proving Ground, MD 21005, intends to award a sole-source, firm-fixed price contract to Chemware, Inc., located at 900 Ridgefield Dr, STE 150. Raleigh, NC 27609, to provide five (05) each Specialized Dell Precision Mobile Workstation (Mobile LIMS), ten (10) each Chemware Horizon Central-One software (LIMS + ESL Database + Forms), ten (10) each Chemware Horizon Report Manager Software (Report Writer, Dev Tools), ten (10) each Chemware Horizon VMware software (Visualization Software), ten (10) each Windows operating system for Visual Machines (VM Operating Systems) and 160 hours of Hardware configuration to the US Army Edgewood Chemical and Biological Center - Environmental Monitoring Laboratory (ECBC-EML). These workstations and licenses are required to provide mobile field teams the capability to record sample data at projects around the world in direct support of protecting the warfighter and providing emergency responses and remediation work to chemical and biological events. Due to the proprietary nature of the ECBC-EML's existing software, the Horizon LIMS system is only available from Chemware, Inc. Chemware, Inc. is the manufacturer of the Horizon LIMS and owns all proprietary data related to the required modifications. No other system meets the capabilities without unacceptable delays in fulfilling the requirement and/or substantial developmental costs to the Government.
