***THE SOLE SOURCE DETERMINATION IS BASED ON NOAA’S REQUIREMENT THAT SCIOME LLC IS THE ONLY VENDOR THAT MANUFACTURES AND DISTRIBUTES THIS SWIFT-ACTIVE SCREENER LICENSE. SWIFT-ACTIVE SCREENER IS THE ONLY ARTICLE SCREENING APPLICATION THAT USES A STATISTICAL ANALYSIS ALGORITHM TO INFORM SCREENERS WHEN THEY HAVE MET A SPECIFIC PERCENTAGE OF RELEVANT PAPERS, ALLOWING SCREENERS TO KNOW WHEN TO STOP SEARCHING/ SCREENING. WITHOUT THIS CAPABILITY, MORE TIME AND EFFORT WOULD BE REQUIRED OF LIBRARY STAFF MAKING THE PROCESS INEFFICIENT. WITH THIS CAPABILITY THE NOAA LIBRARY IS ABLE TO SAVE STAFF TIME, PROCESS MORE REQUESTS, AND BETTER SUPPORT THE NOAA RESEARCH MISSION. SCIOME LLC HAS CONFIRMED THEY ARE THE SOLE SOURCE.
