The U.S. Air Force, through the 81st Contracting Squadron at Keesler Air Force Base, Mississippi, intends to award a sole source contract to Herc Rentals, Inc. for the rental of temporary chiller equipment to support critical Command and Control infrastructure during a four-month repair of the permanent chiller system at the Dolan Chiller Plant in Biloxi, Mississippi. This non-competitive action is justified under FAR 12.102(a) due to the unique operational requirement that only Herc Rentals, Inc. currently owns and operates the specialized on-site chiller equipment necessary to prevent catastrophic system failure, avoid mission disruption, and ensure uninterrupted training and communications operations. No competitive solicitation is anticipated, though quotes and capability statements received by 4:30 PM CST on July 23, 2026, may be considered at the Government’s discretion. All submissions must be sent via email to michael.green.121@us.af.mil and macey.behee@us.af.mil, with no physical or portal submissions accepted. The contract’s place of performance is clearly defined as the Keesler AFB facility with a ZIP+4 of 39534-2701, and while operational continuity and system reliability are central to acceptance criteria, no formal inspection standards, packaging specifications, or technical performance metrics are detailed. The contracting officer, Macey R. Behee, GS-12, is responsible for administration, with Michael Green as the primary point of contact. No contract value, pricing details, CLINs, funding identifiers, or invoice procedures are provided, as this document serves as an intent notice rather than a fully executed contract. Although FAR 13.106-1(b)(1) supports the simplified acquisition rationale, no standard FAR 52.2 clauses, representations, certifications, or special requirements such as security clearances, key personnel, options, or OCI mitigations are included in the documentation, indicating a minimal procedural framework focused solely on justifying sole-source necessity.
