Blount Island Command will host a presolicitation site visit on 21 November 2018 at 0900 hrs to allow interested vendors to examine the INLS Equipment to be included in this BOA. Additonal Site visits will be scheduled as needed to allow for development of price quotes for indivdual BOA Orders. The Marine Corps Support Facility Blount Island main gate is located off Heckscher Drive to the immediate left just after crossing the causeway that accesses Blount Island. MCSF-BI occupies the eastern half of Blount Island and is collocated with the Jacksonville Port Authority (JaxPort) who owns the western half of the Island. Visitors are required to check-in at the visitor's center adjacent to the Main Gate then proceed to building 152 Navy Point. Navy Support Management Branch requires Intermediate Repair, Depot Maintenance, System Alterations (SYSALT), and Logistics Support Services for the Navy Lighterage (NL) Equipment supporting the (Maritime Prepositioning Force) MPF Mission (to include Organic and Improved Navy Lighterage Systems). Intermediate repair includes various ship repair disciplines, but not limited to hull cleaning, minor steel fabrication, shipfitter, welding, mechanical, machining, piping, hydraulics, electrical, electronic, selective paint surface conditioning, selective coating systems (painting/non skidding). SYSALTs are an example of intermediate level work which involves upgrade and modification to the craft that may require installation of new systems such as communication or navigation systems, upgrade to propulsion systems, engineering changes to structural components, etc. Depot level maintenance includes repairs that require disciplines and facilities located in a shipyard such as large scale blast and paint or major hull repairs that require steel fabrication. Logistics Support Services include but are not limited to the transport, handling, and storage of Government furnished material/supplies at the Contractor facility, and provisioning of required parts and supplies. The organic Navy Lighterage (NL) moored in the Blount Island Command (BIC) berthing basin is used as Afloat Staging Points (ASP) or floating piers to stage Improved Navy Lighterage System (INLS) and other Navy watercraft being downloaded and back loaded onto the MPF ships to mitigate the absence of permanent concrete piers. During the fielding of INLS, multiple NL sections were retained by the Navy to facilitate mooring/berthing requirements. The modified organic lighterage assets provide critical berthing capability to support Prepositioned Objective (PO) maintenance. The modifications to NL provided brackets used to retain the floating piers to cement piles, addition of mooring jewelry and fendering systems. The Navy anticipates the system will require periodic overhauls until the appropriate Military Construction (MILCON) projects are approved to provide a permanent solution to the requirement. In addition the successful offeror will perform ASP maintenance services. The NAICS code for this requirement is 336611, Shipbuilding and Repairing, and the Product Service Code is J19, Maintenance and Repair of Ships, Small Craft, Pontoons, and Floating Docks. This BOA will be administered by negotiation of Firm Fixed Price (FFP) orders for the various maintenance requirements. Corrective Maintenance (CM) actions will be detailed in individual job orders. The job order process requires Blount Island Command Navy Support Management Branch to provide a Statement of Work (SOW) and Independent Government Cost Estimate (IGCE) for each job order. The SOW is forwarded to the Contractor to obtain a quote. Each individual Job Order SOW will provide the technical data required to perform the corrective maintenance actions, quality check points both in-process and final, as well as the period of performance (POP). CSMO and NSMB perform a comparative analysis between the IGCE and the Contractor submitted cost estimate and negotiations are conducted on each job order accordingly. Once fair and reasonableness of the cost/price has been determined, the Contractor Officer provides approval to proceed to the Contractor. For additional work required that is discovered during the maintenance process, the contractor will notify the Government by submitting a Condition Found Report (CFR) and this work will follow the same Job order process described above. NOTE: All CFRs are physically verified by the Government Quality Assurance Specialist, a SOW is created for the work and submitted with an IGE to the Contracting Officer. The resultant SOW created from the CFR will be submitted following the job order process described above. An F&R memorandum will be completed for each job order. and/or subsequent Condition Found Reports (CFR). Individual orders may include incentives for early delivery with no defects. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. Point of contact for this requirement is Stanley G. Sanders, Jr., Contracting Officer, at +1 (555) 000-0000 or via email at contact@example.gov. Alternate points of contact are Calvin Caldwell, Contracting Officer, at contact@example.gov or Patricia Solberg, Contracts Manager, at contact@example.gov.
