The United States Postal Service has transitioned its solicitation process for contract delivery and mail transportation services to an exclusively electronic platform, the USPS eSourcing Portal, effective October 1, 2012. This change means that solicitations for services such as highway contract route (HCR) deliveries will no longer be posted on FBO.GOV or through the previous National Offeror's List. Interested suppliers must register on the USPS eSourcing Portal to access solicitations, submit offers, and receive notifications electronically. Registration requires a DUNS number and a NAICS code, with support available through a dedicated helpdesk provided by Emptoris, the portal's partner. This new system is invitation-only, streamlining the sourcing process and reducing the need for direct inquiries about solicitations. By registering on the portal, suppliers gain entry to a centralized platform that handles procurement for supplies, services, transportation, and facilities, improving efficiency and transparency. The point of contact for further questions is Linda A. Jordan, a Contract Transportation Specialist at USPS. The portal and supporting resources guide suppliers through the registration and bidding process, ensuring compliance and timely communication for USPS contracting opportunities.

To: Prospective Offeror Subject: Invitation to Register as Supplier on the USPS eSourcing Portal The United States Postal Service routinely issues solicitations for contract delivery and mail transportation service in your area. Effective October 1, 2012, the majority of the solicitations will be posted EXCLUSIVELY on the USPS eSourcing Portal as the National Offeror's List will be officially retired. The eSourcing Portal allows the supplier to download solicitations and place offers electronically. If you are interested in meeting the needs of the Postal Service and would like to continue to receive notice of solicitation postings, you must register your organization on the new USPS eSourcing solution. The routine notifications of posted solicitations that you had previously received have ceased. The Registration Guide can be found at: https://uspsesourcing.emptoris.com/sso/jsp/login.jsp. . This new systematic approach is by invitation only. If a supplier is not registered in the application, that supplier cannot receive an invitation to participate in a solicitation. Registering in the application eliminates the need to call/inquire about any given solicitation. USPS eSourcing is offered through our partner, Emptoris, and is an industry-proven application. USPS eSourcing standardizes, automates, and streamlines the processes for sourcing supplies, services, equipment, transportation, and facilities. This will be your "one stop shop" for supplier opportunities with the US Postal Service. Emptoris provides helpdesk support at 1(888) 791-3069 and via email at support@emptoris.com. Please take a few minutes to register your company at the following address: http://uspsesourcing.emptoris.com. Click on the "Register Supplier Organization" link at the top right, and follow the instructions and prompts to complete your registration. You will need a DUNS (Dun & Bradstreet) number and a NAICS (North American Industry Classification System) code to register in USPS eSourcing (see attached). The special toll-free number to obtain a DUNS number is 1-866-705-5711; follow the prompts for federal government contractors. More information can be found at www.usps.com, "Doing Business with USPS." Thank you for your interest and we look forward to working with you.
