The National Geospatial-Intelligence Agency (NGA) has issued a sole source justification to extend the existing IPF Staff Support task order for three months, from June 23, 2026, to September 22, 2026, under FAR 8.401(b) and GSAR 538.7104-3(b)(3), to ensure uninterrupted mission-critical support while a follow-on competitive procurement for Mapping, Charting & Geodesy (MC&G) Staff Support is completed. The extension maintains continuity of services provided by incumbent contractor Compass, Inc., which delivers IT support, Foundation GEOINT Subject Matter Expert (SME) guidance, and program management functions primarily in Saint Louis, Missouri, under a Time & Materials contract administered through the GSA Schedule 70 (GS35F300GA). The contract supports two required FG Chief of Staff Support positions and up to five optional roles, including Cloud SME, FG System Transition & Integration Specialist, Cost Estimator, and FG3D SME, all of which require personnel with TS/SCI security clearances and specialized knowledge that only the incumbent possesses, making replacement impossible without causing significant operational disruption. The action is justified due to unusual urgency, lack of viable alternatives, and the need to preserve organizational continuity and avoid conflicts of interest arising from new contractors gaining access to sensitive programs. The estimated value of the extension is $649,286.24, and the procurement is designated as a Small Business Set-Aside, though it is non-competitive under this extension. The contracting office is located in Springfield, Virginia, with Yue M. Eng serving as the Contracting Officer and Haley Ronda as the Deputy Business Manager overseeing performance. No formal evaluation factors, inspection criteria, or detailed pricing line-items are provided, as the action is not an open solicitation but a justification for sole source continuation to bridge to a future competition.

Mission Enabling Services Contract (MESC) IIThe Mission Enabling Services Contract II (MESC II) is a three-part contracting vehicle designed to support the Johnson Space Center’s Flight Operations Directorate and its affiliated organizations with specialized mission-enabling applications and services. It includes two single-award baselines—NAMIS Services and Spaceflight Enabling Services—that address known, ongoing government requirements independent of any task orders. These baselines ensure continuous support for critical flight-related functions. Alongside the baselines, the contract features a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) component that accommodates new and evolving tasks not already covered by the baselines, allowing for flexible acquisition of innovative or unforeseen mission support capabilities across a broad scope of work. MESC II enables the development, sustainment, and maintenance of highly specialized systems and services essential to NASA’s flight operations, serving not only internal JSC needs but also external partners including other NASA centers, international space agencies, other government entities, and commercial collaborators. The contract is managed under NAICS code 541512 and is forecasted for release on July 1, 2027, with primary performance occurring in Houston, Texas. Point of contact for program inquiries is Erin E. Moeller, and the Small Business Specialist is Tumarrow Romain, ensuring accessibility for small business engagement. The contract does not specify a set-aside type and is issued under the National Aeronautics and Space Administration.
