IPSC - Deep Energy Retrofit

The Town of Whitby has issued RFP-28-2026 to engage consulting services for a deep energy retrofit at the Iroquois Park Sports Complex located at 500 Victoria Street West, Whitby, ON. The primary objective is to design and implement energy conservation measures to achieve a greenhouse gas emissions reduction of over 550 tonnes of CO2 equivalent per year. The project is structured in three distinct phases: feasibility and detailed design, implementation and commissioning with measurement and verification, and a twelve-month performance guarantee period. The contract will be executed as a CCDC 14-2013 Design-Build Stipulated Price Contract, with a maximum expected project budget of 17.5 million dollars. The procurement process utilizes a weighted evaluation system consisting of 80% technical and 20% financial scoring, following a pass/fail business requirements screening. Mandatory qualifications for the project manager include PMP and either CEM or P.Eng designations, while the project team must include at least one P.Eng with CEM or CMVP certification. Bidders must provide a 10% bid bond for Phase 1, and 50% performance and labour and materials bonds for Phase 2. Key technical requirements include the potential for CaGBC Zero Carbon Buildings Design certification and the development of a detailed operational disruption plan to minimize facility impact. The final closing date for submissions is October 1, 2026.
