iSphere Innovation Partners LLC holds a Master Cooperative Contract (DIR-CPO-6235) with the Texas Department of Information Resources to provide Deliverables Based Information Technology Services (DBITS). The contract is strictly for services and prohibits the sale of hardware, software products, or the use of resellers. Eligible users include state and local governments, public education institutions, and other public entities within Texas, as well as public entities outside the state. The agreement follows an Agile methodology, focusing on iterative sprints to deliver functional software and technical documentation. The awarded services are divided into four primary technology categories: Application Development, Maintenance, and Support, including ERP and technology migration; Business Intelligence, Data Management, Analytics, and Automation; IT Assessments, Planning, IV&V, Market Research, and Procurement Advisory; and Project and Program Management. Performance is governed by a two-year initial term with optional renewals, requiring strict adherence to WCAG 2.0 AA and 2.1 AA accessibility standards and US Section 508 compliance. Contract administration is managed through a trade-off award basis emphasizing technical merit and best value over pricing. Key compliance requirements include the submission of a HUB Subcontracting Plan, maintaining a Dun & Bradstreet Stress Risk Class score below 9, and adhering to rigorous cybersecurity and data handling protocols. Payments are made directly from customers to the vendor, with the vendor responsible for paying a DIR administrative fee.
