The National Geospatial-Intelligence Agency awarded a sole source contract extension to BAE Systems under the iSToRE contract HM157214C0002, pursuant to FAR 6.302-1. This extension provides for up to nine months of specialized services, consisting of a six-month base period and one three-month optional period, running from September 29, 2024, to June 28, 2025. The primary objective of this extension is to sustain baseline software and provide operations and maintenance configuration support, ensuring that government agencies can continue mandatory end-to-end testing and maintain the necessary authority to operate. BAE Systems was identified as the only vendor capable of performing these services without a break in service, which is critical for a successful transition to a new iSToRE II vendor. Failure to secure this extension would result in substantial delays to operational capabilities and negatively impact the Intelligence Community, the Department of Defense, and Agency Enterprise capability testing schedules. The work is performed in San Diego, California, under NAICS code 541512, continuing a partnership that began with a competitive source selection in 2014.

Full Description

Under the authority of FAR 6.302-1, National Geospatial-Intelligence Agency (NGA) awarded a sole source contract extension under the iStoRE contract (HM157214C0002) for up to (9) nine-months comprising of a (6) six-month base period and one (3) three-month optional period. The present contractor, BAE Systems, is the only vendor capable of continuing the highly specialized services required to maintain the iSToRE program without incurring a break in service. A successful transition to the new contractor cannot be obtained without this sole source extension. An award to any other contractor at this time would negatively impact the NGA's operational mission resulting in; 1) Substantial delay in currently planned operational capabilities resulting in negative impacts across the Intelligence Community (IC) and the greater Department of Defense (DoD) community, 2) Negative impacts to the greater IC and Agency Enterprise capability testing schedule that require mandatory Program participation, 3) Serious and unacceptable delays in fulfilling the agency's requirements. The iSToRE contract was awarded in the fall of 2014 through a competitive source selection and included a base period (12-months) and seven (12-month) option periods. The proposed work under this extension is a continuation of work currently being performed under the contract to sustain the baseline software. BAE will maintain the current software in order for Government agencies to continue required end-to-end testing. In order for the test to run, the iSToRE software needs to be operational (i.e. have authority to operate), to meet the Government's requirements for the test.

NGA - Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA): Topic # 07 – Lidar Analysis for Surface & Environmental Reconnaissance (LASER)
Solicitation # HM047627XXXX
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to address hard GEOINT problems across three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The BAA operates through separate Topic Calls, with the current active focus being Topic 07, Lidar Analysis for Surface and Environmental Reconnaissance (LASER). This specific effort seeks to develop AI/ML workflows and test methodologies for the autonomous 3D detection and classification of man-made surface and subsurface objects using space lidar data from ICESat-2 and GEDI. The project aims to advance technology from TRL 4 to TRL 5 or 6, with a Phase 2 budget of 854,000 USD over a 15-month period of performance. The government intends to award this effort via a procurement contract or Other Transaction Agreement, evaluating proposals based on a multi-step process including a conformance review and a scientific/technical review to determine the most advantageous offer. Key deliverables for Topic 07 include technical prototypes, a comprehensive software package with source code, and a final algorithm demonstration. Due to the nature of the work, strict security requirements are in place, ranging from unclassified CUI handling to Top Secret/SCI clearances and polygraph testing depending on the specific task. Contractors must also comply with rigorous research and technology protection plans, including the CHIPS and Science Act of 2022 and NSPM-33, to mitigate foreign influence and protect critical technology elements.
