ITB 2026-1600-0233 DPA - Statewide On-Site Security Services

The State of Alaska Department of Health, Division of Public Assistance, is soliciting firm-fixed-price on-site security services for its offices in Anchorage, Wasilla, and Juneau to protect staff, customers, and property. The contract is divided into two geographic areas: the Central Zone (Anchorage and Wasilla) and the Southeast Zone (Juneau). The initial period of performance is scheduled from approximately April 16, 2026, through April 15, 2027, with the option for four additional one-year renewals. Award will be granted to the lowest responsive and responsible bidder in each zone, with a 5% preference for Alaska bidders and additional preferences for veterans, military skills, and disability programs. The scope of work includes access control, roving patrols, and escort services. Security personnel must be licensed by the State of Alaska, and armed guards must maintain valid permits and keep weapons non-visible at all times. The contractor is required to provide necessary equipment, including radios for on-site staff. Bidders must have at least three of the last five years of experience in public-facing security services. Due to the nature of the work, the contract requires strict adherence to HIPAA and HITECH Act regulations via a Business Associate Agreement.
