ITQ# 166678–Independent Inspector / Construction Project Management Services for Emergency Repair Program (ERP)

The City of Homestead is seeking a qualified independent third-party entity under ITQ-166678 to provide inspection and construction project management services for its Emergency Repair Program. Funded by the Florida Housing Finance Corporation through the State Housing Initiatives Partnership, the program assists low- and moderate-income homeowners with critical repairs that threaten health, safety, and welfare. The selected vendor will act as a liaison between homeowners, contractors, and City staff, providing a comprehensive suite of services including initial property inspections, scope of work development, cost estimation, contractor procurement support, construction monitoring, and final project closeout. All work must be performed within the City of Homestead limits and comply with SHIP program requirements, applicable building codes, and federal regulations under 2 CFR Part 200. The contract is structured as a fixed-price, as-needed agreement with an initial term of two years and a possible one-year renewal. Financials are capped at 100,000 dollars per fiscal year. To be eligible, vendors must be in good standing in the State of Florida, maintain active SAM registration with a Unique Entity Identifier, and comply with E-Verify requirements. Evaluation is based on the vendor's ability to perform the work, responsiveness to the quote documents, and past performance regarding workmanship and progress. Required deliverables include project-specific bid packages, progress inspection documentation, and final closeout packages featuring photographs and certificates of completion. Invoices are paid within 30 to 45 days and must be supported by an authorized purchase order.
