ITQ# 166678–Independent Inspector / Construction Project Management Services for Emergency Repair Program (ERP)

The City of Homestead receives funding from the Florida Housing Finance Corporation through the State Housing Initiatives Partnership (SHIP) Program to provide housing assistance to eligible residents. As part of its Local Housing Assistance Plan (LHAP), the City is developing an Emergency Repair Program (ERP) to assist low- and moderate-income homeowners with repairs necessary to address conditions that pose an imminent threat to the health, safety, and welfare of occupants. To facilitate the successful implementation of the program, the City intends to establish a pool of qualified contractors to perform repair work on approved properties. The City requires the services of an independent third-party entity to provide inspection, scope development, construction oversight, and project management services throughout the lifecycle of each repair project. The selected entity will serve as a liaison between homeowners, contractors, City staff, and program consultants to ensure repairs are completed in accordance with program requirements, applicable building codes, and industry standards. The City is seeking qualified entities with experience in residential rehabilitation, construction inspection, and project management to support the delivery of housing repair services and help ensure the efficient and compliant administration of the Emergency Repair Program.
