This contract outlines the annual synopsis for the Repair Basic Ordering Agreement (BOA) N00104-09-G-A755 with Rolls Royce Naval Marine, covering repair orders issued by NAVSUP Weapons Systems Support from June 30, 2013, to June 30, 2014. The BOA pertains specifically to the evaluation and repair of various Oil Distribution Boxes and Controllable Pitch Propeller Hubs as listed in the attached NIINs. Orders under this agreement exceeding $25,000 will be individually synopsized as per FAR Subpart 5.3 requirements. Since the government lacks the data necessary to competitively procure these repairs, work will be issued under a sole-source basis according to 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, allowing negotiation with only one source. While this notice serves as a pre-solicitation synopsis rather than a solicitation for competitive proposals, all interested and capable suppliers are encouraged to express their interest, capability, or submit proposals within 45 days (or 30 days if the award is under an existing BOA). The government retains sole discretion to decide whether to proceed with a competitive procurement based on the responses received. This agreement falls under the NAICS code 336611 and is managed by the Department of Defense’s NAVSUP Weapons Systems Support office located in Mechanicsburg, PA. The primary purpose of this synopsis is to inform the industry and gather market awareness prior to contract actions for repair services on these naval equipment components.
