AI Contract Overview

This contract involves the acquisition of two units of a specific bearing sleeve, designated NSN 7H-3120-012551747, for repair or modification purposes. The delivery is FOB origin to Timken Gears & Services Inc., located in King of Prussia, Pennsylvania. The contract is issued under a sole-source intent, meaning the government plans to negotiate directly with one approved supplier without seeking competitive bids. This is due to the specialized nature of the part, which requires engineering source approval to maintain its quality. The approved source possesses unique design capabilities, engineering skills, and manufacturing knowledge essential to producing the part, and these proprietary data rights are not economically accessible to the government. Any alternative source must undergo a qualification process approved by the relevant government engineering authority to ensure compliance with strict quality and design standards. The notice clarifies that while other interested parties may express their interest or submit quotes prior to the award date, the government retains full discretion on whether to proceed with a competitive procurement. Additionally, it provides guidance on obtaining related military and federal specifications and standards through official channels, emphasizing that certain technical documents such as patterns, drawings, and purchase descriptions are not available through standard stock points but may be accessed via an online system. The contract, managed by the Naval Supply Systems Command Weapon Systems Support Mechanical office in Mechanicsburg, Pennsylvania, was posted in November 2015 and is related to repair/modification under solicitation number N0010416PDA82.
