The Naval Surface Warfare Center Panama City Division plans to negotiate a ceiling increase on the existing Cost-Plus Fixed-Fee Indefinite Delivery Indefinite Quantity contract N61331-08-D-0021 with Gryphon Technologies, the current contractor. This sole source action is justified due to Gryphon’s unique mobilization and specialization in providing critical Landing Craft Air Cushion (LCAC) maintenance services, with a competitive award potentially causing a disruptive lapse in support and increased mobilization costs. The increase will bridge the gap between the exhaustion of the current contract’s cost ceiling and the award of a follow-on contract. The modification will be executed via a task order under the current contract, with services and materials procured at the Naval Surface Warfare Center Panama City Division, Florida. This procurement is not open for competitive bidding and is supported by Justification and Approval document 3066-0025. The contract falls under NAICS code 336611, with a small business size standard of 1,100 employees. The Department of Defense requires contractor registration in the Central Contract Registration database for award eligibility. The contract specialist managing this action is Mr. Otis Nattiel, who can be contacted at NSWC PCD in Panama City, Florida. The synopsis for this contract action was posted on April 15, 2013, with a closing date of April 26, 2013.

Full Description

The Naval Surface Warfare Center Panama City Division (NSWC PCD), Panama City, Florida intends to negotiate and award a ceiling increase to Cost-Plus Fixed-Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) contract N61331-08-D-0021, on a sole source basis to the incumbent contractor, Gryphon Technologies, L.C. 6301 Ivy Lane Suite 300, Greenbelt, MD 20770. This action will be supported by Justification and Approval 3066-0025. This increase will bridge the gap created between the early expenditure of the cost ceiling against the current contract and the competitive award of a follow-on contract. This action is unsuitable for full and open completion as Gryphon is the only contractor that is currently mobilized specifically for this effort. Competitively soliciting and awarding a contract to another contractor would result in a lapse in mission critical Landing Craft Air Cushion (LCAC) maintenance services and mobilization cost as justified and approved in Justification and Approval 3066-0025. The proposed contract action is for services and materials for which the Government intends to solicit and negotiate with only one source. This notice of intent is not a request for competitive proposals. A determination, by the Government, not to compete this requirement is solely within the discretion of the Government. The closing date of this synopsis is 26 April 2013. Performance of this requirement will be at the Naval Surface Warfare Center Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City FL 32407. The additional services will be procured against contract N61331-08-D-0021, via the issuance of a task order, once the contract is modified. Cost will be evaluated at the time of award. The Department of Defense will no longer award contracts to contractors not registered in the Central Contract Registration database. Registration may be accomplished by accessing the CCR website at http://ccr.gov. The Contract Specialist for this action is: Mr. Otis Nattiel, NSWC PCD, 110 Vernon Avenue, Panama City, FL 32407; +1 (555) 000-0000, FAX: +1 (555) 000-0000; e-mail: contact@example.gov.
