J -- DRYDOCK REPAIR USCGC KICKAPOO AND BARGE

The U. S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone concerns only. The estimated value of this procurement is between $500,000 and $1,000,000. The small business size standard is less than 1,000 employees. The acquisition is for drydock repairs to the USCGC KICKAPOO (WLR-75406), a 75 foot RIVER BUOY TENDER with a 130 foot BARGE. The homeport for the vessel is Vicksburg, Mississippi. The performance period is for 54 calendar days, starting March 3, 2003. The scope of the acquisition is for the overhauling, renewing and repairing of various items aboard the USCGC KICKAPOO (WLR-75406) and barge. This work will include, but is not limited to: welding repairs; cleaning and inspecting fuel tanks; clean and test grid coolers; overhaul and renew valves; inspect and test air receivers and relief valves; remove inspect and reinstall rudder assemblies for steering and flanking systems; rebuild rudder stocks; renew rudder lower bearing trunk; renew upper bearing housing and upper bearing housing support; renew tender towing knees; preserve spud and spud well on tender and barge; inspect various deck fittings; preserve and disinfect potable water tanks; preserve ballast tanks and voids; preserve barge buoy deck; preserve underwater body of barge and tender; preserve freeboard of barge and tender; provide temporary messing and berthing; routine drydocking of tender and barge; change-out main propulsion system; renew engine exhaust lagging; modify barge side shell plating; install new tender/barge interface system; preserve bulkhead and overhead surfaces in sewage hold; preserve bilge surfaces in sewage hold and shaft alley; ultrasonic testing and provide temporary logistics. The place of contract performance for this procurement is geographically restricted; a description of the restriction is provided elsewhere in this notice. All welding and brazing shall be accomplished by trained welders, who have been certified by the applicable regulatory code performance qualification procedures. At the present time, the acquisition is expected to be issued under full and open competition procedures. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone set aside. Failure to submit all information requested may result in an unrestricted acquisition.
