The U.S. Geological Survey (USGS) is seeking ongoing maintenance support for the Emergency Data Distribution Network (EDDN) radio receiving systems from Microcom Design, Inc. for one base year with four option years. This maintenance encompasses telephone and email support, repair or replacement of failed equipment, and annual preventive on-site visits. The EDDN processes approximately 800,000 GOES Data Collection System messages daily, serving numerous users, including US federal agencies, state organizations, and foreign governments across the Western Hemisphere. The system's continuous operation is critical, running 24/7/365 to ensure the timely delivery of vital environmental data. The contract is intended as a sole source award to Microcom Design, Inc., as they uniquely supply and maintain the purpose-built radio receivers and demodulators, which are proprietary and not commercially available off-the-shelf equipment. Microcom holds patents and copyrights on their custom-designed technology, making them the only provider qualified to service this system. Replacing the current system would be prohibitively expensive and cause unacceptable downtime of two to three months. Given the critical mission of the EDDN and the proprietary nature of the technology, the USGS invites other vendors to confirm if they can provide a comparable service by a specified deadline, but the agency expects to directly award the maintenance contract to Microcom Design, Inc.

Full Description

The U.S. Geological Survey (USGS) has a requirement for continuing maintenance support for the radio receiving systems of the Emergency Data Distribution Network (EDDN) for one (1) Base Year and four (4) Option Years with Microcom Design, Inc. Maintenance will include telephone and email support, repair or replacement of failed equipment, and annual on-site preventive maintenance visits. This system receives 800,000 Geostationary Operational Environmental Satellite Data Collection System (GOES DCS) messages a day on behalf of thousands of users. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Microcom Design, Inc, unless it is contacted by any vendor who believes they can provide the same service. Vendors are invited to contact the Contract Specialist, Nicole Demby (contact@example.gov) no later than 12:00PM EST, Monday, June 12, 2017 with an affirmative answer. SOLE SOURCE JUSTIFICATION STATES THE FOLLOWING PART: The following information is provided to demonstrate the proposed contractor¿s unique qualifications: The EDDN receives vital data that is used to protect life and property throughout the Western Hemisphere. The USGS Water Science Centers are all connected to this receiver system to acquire real-time data to perform their mission. This maintenance contract ensures a healthy operational system that needs to be available 24 x 7 x 365. Microcom Design Inc. is the only vendor that can perform this maintenance. The receivers and demodulators used in the EDDN are their design. They are not COTS radios, but were purpose-built by Microcom engineers specifically for GOES DGS message reception. Microcom Design Inc, technology, components and patents are all proprietary. They make COTS, but specialize in custom designing/engineering. They hold patents and copyrights to their equipment and software and therefore are the sole providers of the maintenance. The USGS has spent over $XXXXXXX dollars on this system. To replace the system with a competitor's product would cost the USGS over $XXXXXX and two to three months of down time while the systems were replaced and integrated into the existing infrastructure. The EDDN is a 24 X 7 X 365 system that is relied upon by numerous US Federal Agencies, state organizations, and foreign governments in the Western hemisphere. A two or three month interruption in service is not acceptable. Further, savings hoped to be achieved through competition on maintenance would not exceed the replacement value of the overall system. Even if the system were replaced, sole source maintenance would be required of the new system in short order.

Solicitation # 140G0126Q0288
Request for Quote 140G0126Q0288 is a total small business set-aside issued by the Department of the Interior, USGS/EROS Science Center in Sioux Falls, South Dakota. The project requires a professional firm to remove and replace chilled water, condenser water, and heating water piping serving the 1996 building addition. Key technical requirements include installing a new condenser water network with pumps and VFDs, sizing the chilled water system to support two 1996 York chillers at a maximum capacity of approximately 600 tons, and replacing pneumatic controls in the penthouse with multi-position electric actuators. The contractor must execute the work in phases to ensure that facility offices and computer rooms remain fully operational, and weekend work is prohibited. The contract will be awarded based on the Lowest Price Technically Acceptable (LPTA) process, evaluating firm-fixed-price offers for technical acceptability and past performance. The period of performance is scheduled from November 4, 2026, to July 31, 2027, with work expected to be completed within 180 calendar days of award. Compliance with the Davis-Bacon Act for wage determinations and the Buy American Requirement for construction materials is mandatory. Required submissions include a technical approach for phased construction, a completed SF 1442, a detailed bid schedule, and a bid guarantee via SF 24. Final payment is contingent upon the submission of a Release of Claims via Form DI-137.

D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
