6525--SEP 2026 Equipment Only Consolidation
Solicitation # 36A79727Q0002
Solicitation 36A79727Q0002 is a HUBZone Small Business set-aside issued by the Department of Veterans Affairs National Acquisition Center for the September 2026 Equipment Only Consolidation. This procurement focuses on High Tech Medical Equipment (HTME), specifically targeting various imaging systems such as XR RAD, XR US, XR CT, and XR MRI for delivery to multiple VA VISN networks and stations. Competition is strictly limited to current contract holders with the VA National Acquisition Center or the Defense Logistics Agency, Troop Support. Offers are due by February 3, 2027, and must remain valid for 180 days. The government will award based on best value, where non-price factors—specifically the availability of required features and the availability of service—are considered significantly more important than price. Technical evaluations will assess how well equipment meets functional requirements and the vendor's ability to provide local and virtual technical support, repair parts, and documentation. Vendors must provide individual product pricing, as bottom-line prices will be rejected, and must treat upgrade requests as forklift upgrades with separate trade-in values. Submissions must be uploaded as a single ZIP file to Box, following strict naming conventions and folder structures, and must be accompanied by a timestamped email to the Contracting Officer. Required documentation includes a completed pre-procurement assessment questionnaire for network-connected devices. Additionally, the contract specifies that while applications training is awarded with equipment, off-site training is excluded from delivery orders and must be handled as separate modifications.

AI Contract Overview

The Department of Veterans Affairs, specifically the John D. Dingell VAMC, has issued a sole source justification for a task order contract with GE Healthcare for the service and maintenance of various medical equipment. This action is conducted under the Multiple Award Schedule Program and follows existing FSS contract V797P-6019B. The scope of work covers fifteen specific items of high-tech medical equipment, including MR systems, CT scanners, and XR precision and discovery units, to ensure patient safety and equipment reliability. The estimated value of the contract is 432,478.00 dollars, with a period of performance from October 1, 2014, to September 30, 2015. GE Healthcare is identified as the only viable source because the equipment is proprietary, and the company is the exclusive manufacturer capable of performing the necessary maintenance and programming. The government determined this to be the best value based on established NAC FSS pricing and the risks associated with using non-original aftermarket parts for sensitive medical procedures.

(CHECK ALL THAT APPLY AND COMPLETE) 1 Specific characteristics of the material or service that limit the availability to a sole source (unique features, function of the item, etc.). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources. The GE Medical Equipment reference above is proprietary to GE. Only E Healthcare can perform the required maintenance and repairs to this equipment. 1 A patent, copyright or proprietary data limits competition. The proprietary data is: (If FAR 8.405-6(a)(2)iii before posting. Do not include specific proprietary data. Only mention Existing equipment is Philips brand, which requires the GE company to service and maintain per VA and FSS contract V7979P-6019B. Equipment is proprietary and can only be serviced by GE at this time. 1 These are "direct replacements" parts/components for existing equipment. We may require a direct replacement part which will be covered under this new task order contract. 0 The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system. 1 The new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures. This is a follow-up contract to V797P-6019B. 0 An urgent and compelling need exists, and following the ordering procedures would result in unacceptable delays. (5) DESCRIBE WHY YOU BELIEVE THE ORDER REPRESENTS THE BEST VALUE CONSISTENT WITH FAR 8.4 TO AID THE CONTRACTING OFFICER IN MAKING THIS BEST VALUE DETERMINATION: The service contract costs for this equipment have been negotiated and a FSS contract has been established for this work. The FSS contract number is V7979P-6019B. GE are the exclusive representative that can work and program the DMS server for the cardiology department since they are the manufacturer. That said, we cannot receive quotes from other vendors that provide after-market parts, since quality will be at risk, thus jeopardizing reliability of equipment and safety of our patients. This is used in special procedures and vascular and is very sensitive. The price has been determined to be fair and reasonable based on established NAC FSS pricing. (6) DESCRIBE THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED: (7) ANY OTHER FACTS SUPPORTING THE JUSTIFICATION: This equipment is required to safely utilize high-tech medical equipment on VA patients. (8) A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS THAT LED TO THE RESTRICTED CONSIDERATION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES IS MADE: In the future, we will compete the requirement for new equipment and the resulting service contracts will reflect this order. We will also perform additional market research at the end of the fiscal year to see if there are any updates to the FSS contract.
