6525--SEP 2026 Equipment Only Consolidation
Solicitation # 36A79727Q0002
Solicitation 36A79727Q0002 is a HUBZone Small Business set-aside issued by the Department of Veterans Affairs National Acquisition Center for the September 2026 Equipment Only Consolidation. This procurement focuses on High Tech Medical Equipment (HTME), specifically targeting various imaging systems such as XR RAD, XR US, XR CT, and XR MRI for delivery to multiple VA VISN networks and stations. Competition is strictly limited to current contract holders with the VA National Acquisition Center or the Defense Logistics Agency, Troop Support. Offers are due by February 3, 2027, and must remain valid for 180 days. The government will award based on best value, where non-price factors—specifically the availability of required features and the availability of service—are considered significantly more important than price. Technical evaluations will assess how well equipment meets functional requirements and the vendor's ability to provide local and virtual technical support, repair parts, and documentation. Vendors must provide individual product pricing, as bottom-line prices will be rejected, and must treat upgrade requests as forklift upgrades with separate trade-in values. Submissions must be uploaded as a single ZIP file to Box, following strict naming conventions and folder structures, and must be accompanied by a timestamped email to the Contracting Officer. Required documentation includes a completed pre-procurement assessment questionnaire for network-connected devices. Additionally, the contract specifies that while applications training is awarded with equipment, off-site training is excluded from delivery orders and must be handled as separate modifications.

The Executive Office for United States Attorneys within the Department of Justice issued a sole source contract, DJJ-14-C-E0A02-0178, to American Science and Engineering, Inc., a Service-Disabled Veteran-Owned Small Business. This award, effective September 30, 2014, was for the service and maintenance of X-Ray screening units with a projected invoice amount of 9,000.00 dollars. The procurement was conducted under the authority of Section 4202 of the Clinger-Cohen Act of 1996 and 41 U.S.C. 3304(a)(1), falling under NAICS code 334517. The government determined that American Science and Engineering, Inc. was the only responsible source capable of fulfilling the requirements because they are the original equipment designer and manufacturer. The company utilizes proprietary software, firmware, and hardware protected as trade secrets. Utilizing any other service provider would have voided the manufacturer's warranty and increased overall costs to the government. The contract was managed by the EOUSA Acquisitions Staff in Washington, DC, with Yu-Jin Kim serving as the point of contact.

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT: The Executive Office for United States Attorneys (EOUSA) intends to solicit and negotiate with one source, American Science & Engineering, Inc. (AS&E), a small business. The statutory authority for this acquisition is Section 4202 of the Clinger-Cohen Act of 1996 and 41 U.S.C. 3304(a)(1). The service and maintenance of EOUSA's X-Ray screening units are available from only one responsible source and no other type of supplies and services will satisfy agency requirements. AS&E uses proprietary Software, Firmware, and Hardware, which are protected as trade secrets and not available through any other company. AS&E is the original equipment designer and manufacturer. Service by anyone other than factory authorized service personnel would void manufacturer's warranty and increase costs to the Government. The North American Industry Classification System Code (NAICS) is 334517 with a size standard of 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive proposals; however, any firm that believes it can meet the specifications may email a written notification to Yu-Jin Kim (contact@example.gov), no later than 12:00pm EST on 8 September 2014. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
