The contract involves maintenance and technical support services for the HSQ SCADA system at multiple locations on Oahu, Hawaii. This system, developed by HSQ Technology, includes a centralized host computer running HSQ Miser software, redundant workstations, and various Remote Terminal Units, which monitor and control steam, compressed air, salt water, and certain portions of the potable water system. Due to the proprietary nature of the components, the Government intends to award the contract solely to HSQ Technology under FAR 6.302-1, bypassing competitive bidding. The scope covers labor, supervision, tools, materials, and equipment necessary for comprehensive site maintenance—such as inspection, testing, calibration, cleaning, repair, software updates, and installation of the latest software versions—along with 24/7 telephone consultation and technical assistance to Government personnel during operational tests. The contract will have a twelve-month base term with four optional one-year extensions, although only the base period guarantees a minimum commitment. Classified under NAICS code 811212, the procurement targets services related to electronic and precision equipment repair and maintenance, with an annual size standard of $27.5 million. While this notice is not a request for competitive proposals, interested parties can express their interest and capabilities to respond, which the Government will use solely to determine whether to pursue a competitive procurement or proceed with an award to HSQ Technology. The contracting office is NAVFACSYSCOM Hawaii, based in Pearl Harbor, Hawaii.
