J--MAINTENANCE, SUPPORT AND REPAIR OF DSSP SUBMERGENCE VEHICLES

The Naval Sea Systems Command (NAVSEA) intends to extend the period of performance by twenty-four (24) months for contract N00024-99-C-6213 with Charles Stark Draper Laboratory, Inc, 555 Technology Square, Cambridge, MA 02139. Extending the period of performance of the existing unfunded ceiling will enable the Navy to maintain a certified rescue vehicle and provide the labor and services required for technical and industrial support to the Navy for the maintenance and repair of Deep Submergence System Program (DSSP) Submergence Vehicles, associated support ships handling and support systems, and other DSSP systems and assets. A detailed technical data package suitable for a competitive acquisition does not exist. This is a continuation of previous work requiring a detailed knowledge of the vehicles involved. NAVSEA Contract N00024-99-C-6213 was awarded pursuant to 10 U.S.C. 2304 (c) (1). Charles Stark Draper Laboratory is the designer, developer, sole manufacture! r and maintainer of the Deep Submergence Recovery Vehicle (DSRV) Integrated Control and Display System and is the only known company which currently possesses the in-depth technical knowledge of the equipment required to perform the work contemplated herein. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Navy's requirements.
