The contract involves the procurement of two units of the rotary pump repair/modification, identified under NSN 7H-4320-015333281, with the technical data package version 002. The delivery terms specify FOB origin, and the items are to be issued to Caterpillar Inc. in Mossville, Illinois. The government plans to engage in a limited source solicitation, negotiating either solely or with a select few responsible sources in accordance with FAR 6.302-1. Although this notice is not a formal request for competitive proposals, responses including proposals, quotations, or capability statements will be accepted within 10 days of the synopsis publication and considered at the government's discretion. Repair sources must be approved by an appropriate technical authority, and while additional repair sources may be considered, award will not be delayed pending their approval. The government does not possess ownership or rights to the data required for contracting repairs from other sources, citing it as uneconomical both to purchase data rights and to reverse engineer the part. The contract includes options allowing the government to order up to 100% more units within 180 days of award. Based on market research, the solicitation does not follow FAR Part 12 procurement guidelines for commercial items, though interested parties may still indicate their ability to fulfill the requirement with a commercial item within the 10-day response window. The contract reflects the Department of Defense’s effort to streamline procurement through limited competition while ensuring technical and economic considerations are addressed.
