J -- SOURCES SOUGHT FOR 2008 DRYDOCK REPAIRS USCGC SHEARWATER (WPB-87349)

The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone concerns or for Service-Disabled Veteran-owned Small Business concerns (SDVOSB) or for Small Businesses. The estimated value of this procurement is between $250,000.00 and $500,000.00. The small business size standard is less than 1,000 employees. The acquisition is to dry dock and repair the USCGC SHEARWATER (WPB-87349), an 87 FOOT PATROL BOAT. The homeport of the vessel is Portsmouth, Virginia. The performance period is FORTY-TWO (42) calendar days and is expected to begin on or about 04 AUGUST 2008 and end on or about 14 SEPTEMBER 2008. This acquisition is geographically restricted to an area within 600 nautical miles of the vessel?s homeport of Portsmouth, Virginia. The scope of the acquisition is for the overhauling, renewing and repairing of various items aboard the USCGC SHEARWATER (WPB-87349). This work will include, but is not limited to: welding repairs, remove, inspect, and reinstall propellers, remove, inspect and reinstall propeller shafts, clean and inspect fuel and waste oil tanks(includes disposal), clean and inspect sewage and grey water tanks, renew water-lubricated shaft bearings, perform minor repairs and reconditioning of propeller, renew transducers and preserve transducer hull rings, renew hatch coming, preserve underwater body, prepare and prime freeboard, renew cathodic protection system, routine dry-docking, provide temporary logistics, preserve forepeak compartment, remove and dispose of additional fuel (250 gallons), realign main engine/reduction gear, preserve rib wet notch deck and stern door interior surface, painting of draft marks, renew transducer fairing, ultrasonic thickness measurements underwater body (includes 100 UT shots), prepare and prime main deck surfaces, remove, inspect and reinstall stern launch door pivot pins, bushings and washers, coating system visual inspection, renew main diesel engine exhaust concentric rings, laydays, composite labor and provide additional temporary logistics. All welding and brazing shall be accomplished by trained welders, who have been certified by the applicable regulatory code performance qualification procedures. At the present time, the acquisition is expected to be issued as a small business set aside. Contractors are reminded that should this acquisition become a Service-Disabled Veteran-owned Small Business Set-Aside, FAR 52.219-27, Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, will apply, which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern.
