contact@example.gov Description: This is a Sources Sought Synopsis. The U.S. Coast Guard is conducting market research to determine the viability of contracting commercial vendors to perform vessel fleet maintenance and life cycle management on the USCG's fleet of eighteen (18) River Buoy Tenders (WLR) for the period 2010-2025, in whole or in part. This concept provides that the contractor shall provide in whole or in part; competent personnel who will execute engineering watch standing and maintenance duties and effect limited repairs to the engineering plant while the vessel is underway. The contractor shall also provide competent personnel to perform security duties for the vessel when it is in standby status at its homeport or in a maintenance status whether the vessel is dockside or drydocked. While the U.S. Coast Guard will maintain total ownership of the vessel and its components, the contractor shall be responsible for the replacement of any main propulsion and/or auxiliary engineering system component to ensure that the vessel meets 95% operational availability. The U.S. Coast Guard will retain operational control, determine and prioritize assigned missions, and provide personnel for all other shipboard operations, including; piloting and navigation, mission execution, small boat operations, various mission related evolutions, and food services. Electronic navigation and communications equipment will be provided and maintained by the U.S. Coast Guard. The primary mission of these vessels is to maintain the aids to navigation system on approximately 6900 miles of navigable rivers and waterways in the Western Rivers of the United States averaging between 1350 and 1400 underway hours annually. Commercial contractor costs to maintain fleet of 18 WLRs includes the following work performance: a. Generally maintain the vessels to ABS Standards or to other written standards agreed upon by the U.S. Coast Guard. b. Provide competent personnel to: (1) Execute engineering watchstanding duties while the vessel is underway. (2) Conduct routine and emergency unit, intermediate, and depot level maintenance of all engineering and hull systems, whether the vessel is inport or underway. (3) Perform general security services for the vessel whenever it?s in a standby status and moored at its homeport or in a maintenance status whether at dockside or drydocked. c. General fleet data: USCG River Buoy Tenders (WLR) are categorized into two broad classes based on ship length; 65 and 75 feet, which displace approximately 145 to 175 tons. Each WLR is assigned and pushes an AtoN barge ranging in length from 90 to 130 feet with a displacement of between 151 to 400 tons. Propulsion and engineering systems vary from class to class and from vessel to vessel. The contractor can expect a standard dual diesel engine main propulsion power plant providing at a minimum 750 hp to a dual propeller propulsion system as well as duel diesel engine ship service generator sets. However, due to the age and area of operation, each WLR possesses unique engineering features.
