The U.S. Environmental Protection Agency plans to negotiate a sole source contract with Prime One Contracting for the removal and repair of the Horiba LDV chassis dynamometer, model LDV-48-86-125HP-AC D002, which is currently experiencing a bearing speed error warning. This repair is critical to maintain accurate and consistent operation of the equipment. The scope includes replacement or repair of motorized bearings and addresses additional maintenance by cleaning, rebuilding, or replacing other components to reduce future issues, given the complexity and cost of removing the dynamometer from its pit. Prime One is the exclusive provider due to ownership of proprietary software, unique diagnostic and calibration procedures, and sole access to the specially made motorized bearings required for this specific dynamometer. This procurement will not be conducted competitively under FAR Parts 12 and 13 but allows interested parties to express interest by submitting documentation by April 9, 2004. Responses will be assessed to determine if competitive procurement is appropriate; however, the government's decision not to compete rests solely with the EPA. Written communications must be sent to Tammy Adams via fax or email, with phone inquiries not accepted. The contracting activity is managed by the Cincinnati Acquisition Division of the EPA, with David A. Plagge serving as the Contracting Officer.
