The Department of Veterans Affairs, through its Network Contracting Office 21, is seeking qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) to provide comprehensive preventive maintenance, emergency repairs, and annual inspections for automatic and fire-rated pedestrian doors across multiple facilities within the VA Northern California Health Care System. Work will be performed at sites including Mather, Martinez, McClellan, Vallejo, Travis AFB, and French Camp, with a strict requirement for compliance with NFPA 80, ANSI/BHMA A156.10 and A156.19, and applicable California building and fire codes. All technicians must be AAADM-certified or demonstrate equivalent experience, and maintenance must include quarterly and annual tasks, 24/7 emergency response with a four-hour business hour and six-hour after-hours response window, and 48-hour repair completion timelines. Contractors must submit detailed service reports within 14 days, quarterly summaries, and annual inspection documentation, while jointly maintaining an updated inventory of all doors with the VA Contracting Officer’s Representative. Emergency repairs may proceed without prior approval but must be immediately reported, followed by formal quote submission within 30 days. The procurement is conducted under FAR Part 13 using a simplified acquisition process, and all responses must be submitted via email to designated VA personnel by January 19, 2026, with eligibility restricted to SDVOSBs. Contractors are subject to stringent security and operational protocols, including mandatory escorting by VA personnel within facilities, prohibition of cellular devices and radios near medical equipment, and full compliance with VA’s infection control and PPE policies. All personnel must wear VA-issued flash badges, which are to be returned upon completion of work, and access to Travis Air Force Base requires DBIDS clearance submitted at least 14 days in advance. Smoking and weapons are strictly prohibited on site. All work-related records are classified as U.S. Government property with unlimited rights, and contractors are barred from retaining, using, or disseminating any data containing Privacy Act information. Subcontractor use requires prior Contracting Officer approval, and any subcontractors must adhere to the same compliance standards.
