The contractor is responsible for furnishing all labor, materials, equipment, and supervision needed to complete a comprehensive scope of work involving demolition, new construction, and system upgrades across multiple disciplines including general construction, civil, structural, architectural, mechanical, plumbing, electrical, low voltage, and industrial hygiene. Work must be performed in an occupied healthcare facility while maintaining uninterrupted operations, requiring coordination of evening and weekend work as approved in the project schedule. Strict material restrictions prohibit the use of ductile and cast iron unless explicitly noted in the specifications, and clamp-on saddles are entirely forbidden. The contract mandates the installation of 30 additional analog pressure gauges at locations coordinated with the Contracting Officer’s Representative during construction, and steam shutdowns are prohibited unless ambient temperatures are at or above 58°F or an approved temporary support system is in place, with no cost adjustments permitted for weather-related delays. All personnel must meet strict site access and identity verification standards, and the work is subject to regular inspections at designated locations such as manholes, crawl spaces, and Building 16’s condensate pit, with acceptance occurring at the project site. Electronic invoicing through the VA’s FSC e-Invoicing portal is mandatory, and submissions must include a certified UEI, completed representations, and documentation of self-performed work. The solicitation requires two separately bound proposal volumes—technical and price—submitted electronically by the May 27, 2026 deadline, and includes mandatory site visit requirements and pre-submission RFI deadlines.
