AI Contract Overview
The Department of Veterans Affairs Northern California Health Care System intends to award a sole source contract to Siemens Industry Inc. for the maintenance, repair, upgrades, and support of Digital Building Management Systems at its Stockton Campus in French Camp, California. This action is justified under FAR 8.405-6(a)(1)(B) due to the unique and highly specialized nature of the required services, as Siemens is the only vendor with the proprietary technical expertise, system compatibility, and long-standing operational history with the VA’s existing infrastructure. Transitioning to another vendor would risk system disruption, data integrity issues, and significant additional costs, making Siemens the only viable source capable of ensuring uninterrupted functionality of critical building automation systems. The work includes supplying controls technicians, performing system repairs and replacements, integrating new components, and delivering on-site training to VA staff, all governed by NAICS code 561210 and PSC code J059 for facilities support and electrical/electronic equipment maintenance. The solicitation, identified by number 36C26126Q0994, is a notice of intent and not a competitive request, but responsible sources may submit capability statements by July 24, 2026, to the Contracting Officer Parmpreet Pannu via email. Responses must include the company name and address, point of contact with full details, and UEI number JZXZSN3BBL98 for Siemens, along with a detailed statement demonstrating the ability to meet the specific technical requirements. No contract value, payment terms, delivery schedules, or contract type are specified in the notice, nor are there formal evaluation factors, inspection criteria, or packaging specifications outlined, as the procurement is non-competitive by design. The place of performance is firmly established at the VA Stockton Campus, and while no COR or COTR is named, the Contracting Officer retains full oversight authority. There are no set-aside provisions, socioeconomic certifications required, or mandatory documentation formats beyond the basic informational requirements, and the entire process hinges on the uniqueness of Siemens’s proprietary systems and its proven continuity of service to the VA.
