The Veterans Benefits Administration is seeking qualified vendors to provide Preventive Maintenance and Software Support Agreements for the Physical Access Control System, C-Cure 9000 software, and Closed-Circuit TV surveillance systems at two San Diego VA Regional Office locations. The contract is structured as a base year with four optional one-year extensions, covering a total potential period from September 2026 through September 2031, with services required Monday through Friday during business hours and availability on weekends for emergency response. Vendors must perform semi-annual inspections and maintenance on all critical system components including iStar controllers, power supplies, batteries, door hardware, card readers, IP cameras, NVRs, and entry point systems, ensuring firmware updates, battery replacements, wiring integrity, and compliance with HSPD-12 standards. The contractor must employ factory-certified technicians, maintain active software support agreements with manufacturers, and guarantee timely on-site response—within four hours for security emergencies and next business day for non-emergencies. The solicitation is a Small Business Total Set-Aside under NAICS code 561621, requiring respondents to provide company details, Unique Entity Identifier, CAGE code, business size certification, and verification of eligibility under various small business categories including veteran-owned, women-owned, and 8(a) firms. The government emphasizes system continuity and security, requiring strict adherence to maintenance schedules and documentation of all inspections, with failure to maintain valid software licenses considered a critical risk. All responses must be submitted to Michael Gamby by 5 PM PDT on July 17, 2026, with the solicitation open for responses as of July 8, 2026, and the deadline for submissions set for July 18, 2026.
