AI Contract Overview
The Department of Veterans Affairs, through its Network Contracting Office 10, intends to award a sole-source Firm Fixed Price contract to Carefusion, Inc. for OEM software support services on the BD Alaris Infusion System at the Aleda E. Lutz VA Medical Center in Saginaw, Michigan. This action is justified under FAR 13.106-1(b), which permits non-competitive acquisition when only one responsible source exists capable of fulfilling the requirement. Carefusion, Inc. is the sole entity authorized to provide the necessary technical assistance, remote and on-site support, cybersecurity-related software updates, patches, and maintenance for the BD Alaris system, due to its proprietary nature and the manufacturer’s exclusive access to system specifications and security protocols. The NAICS code for this procurement is 811210, with a size standard of $34 million in annual sales, and no competition is anticipated unless compelling evidence is submitted demonstrating that competitive procurement would benefit the government. Responses to this notice must be received by 1:00 PM EDT on May 14, 2026, and must be sent exclusively via email to the designated Contracting Officer, Michele R. Bartelt. The contract will be performed primarily at the VA medical center in Saginaw, with services delivered both on-site and remotely. No solicitation package, pricing details, or formal evaluation criteria are available, as this is a pre-solicitation notice meant solely to allow for challenges to the sole-source determination. The absence of packaging, inspection standards, payment details, or contract administration information reflects the preliminary nature of this notice, which relies solely on the government’s determination that Carefusion, Inc. is the only source capable of meeting the technical and cybersecurity demands associated with maintaining the FDA-regulated infusion system in a secure, operational environment.
